Overview of the 2025 Constituency Development Fund (CDF) in Zambia

Mandate

The Constituency Development Fund (CDF) is a government initiative mandated under the Constituency Development Fund Act No. 11 of 2018, as amended in 2022, and guided by the CDF Guidelines. The primary mandate of the CDF is to decentralize the delivery of development to constituencies, ensuring that citizens actively participate in identifying, planning, and implementing community-based development initiatives that respond directly to local needs.

The 2025 CDF continues this commitment by promoting inclusive, equitable, and sustainable local development, with enhanced allocations and a broader scope to include infrastructure development, empowerment programs, and support to vulnerable populations through grants, loans, and bursaries.

Objectives

The 2025 CDF aims to achieve the following core objectives:

  1. Promote Local Development: Support the implementation of community-prioritized development projects that address specific needs in sectors such as education, health, water and sanitation, and agriculture.
  2. Enhance Citizen Participation: Empower communities to actively participate in the development process through Ward Development Committees (WDCs) and Constituency Development Fund Committees (CDFCs).
  3. Support Youth and Women Empowerment: Provide empowerment grants and loans to youth, women, and other vulnerable groups to stimulate entrepreneurship and self-reliance.
  4. Improve Access to Education: Offer bursaries and skills development support for vulnerable learners, especially at secondary and tertiary levels.
  5. Promote Accountability and Transparency: Ensure effective management, monitoring, and reporting mechanisms to build trust in public resource utilization.

Implementation Structure

The implementation of the 2025 CDF is structured to ensure accountability, transparency, and inclusiveness at all levels. Key components of the structure include:

  1. Ward Development Committees (WDCs):
    • Serve as grassroots organs responsible for community mobilization and needs identification.
    • Submit project and beneficiary proposals to the Constituency Development Fund Committee (CDFC).
  2. Constituency Development Fund Committee (CDFC):
    • Reviews and recommends projects, loan, and grant applications for approval by the Local Authority.
    • Oversees the implementation and monitoring of CDF-funded activities within the constituency.
  3. Local Authority (Council):
    • Plays a central role in administering the CDF, including procurement, disbursement of funds, capacity building, and performance tracking.
    • Ensures compliance with financial regulations and development planning standards.
  4. CDF Loans and Grants Sub-Committee:
    • Evaluates business plans and loan/grant applications, and provides recommendations for financing.
    • Monitors repayment and revolving fund performance.
  5. Community Stakeholders and Beneficiaries:
    • Actively participate in the implementation, monitoring, and sustainability of funded projects and programs.
    • Are engaged in sensitization meetings and training to ensure understanding of loan terms, project ownership, and accountability.
  6. Ministry of Local Government and Rural Development (MLGRD):
    • Provides overall policy direction, capacity support, oversight, and annual performance reviews.
