6th January, 2026, Kaoma- The Right Honourable Speaker of the National Assembly of Zambia, Dr. Nelly B.T. Mutti, SC, has officially commissioned the Kaoma Central Constituency Parliamentary Office, describing it as a major step towards strengthening participatory democracy and bringing Parliament closer to the people.
Speaking during the commissioning ceremony, Dr. Mutti said the new office marks an important milestone in enhancing parliamentary outreach, accountability, and public engagement at the grassroots level.
She commended the Local Authority, the Honourable Member of Parliament, the District Constituency Development Fund (CDF) Committee, and the people of Kaoma for their collective commitment in ensuring the successful completion of the project.
“This Constituency Office will serve as a vital interface between Parliament and the people of Kaoma, providing a structured platform for engagement, consultation, and accountability,” the Speaker said.
Dr. Mutti noted that the Kaoma Central Parliamentary Office is the third to be commissioned nationwide and the first in the province among those constructed using the Constituency Development Fund. She said this underscores the growing importance of constituency offices as key infrastructure for deepening democracy and improving service delivery.
The speaker expressed confidence that the office will enhance public participation in parliamentary processes by enabling residents to engage more meaningfully with their elected representative, raise concerns, and contribute to national discourse.
Meanwhile, Western Province Minister, Honourable Mbangweta Akapelwa, commended the district leadership for the successful implementation of the project, noting that it sets a benchmark for other constituencies in the province.
“This is a practical example of how the Constituency Development Fund can transform communities when properly managed,” the Minister said.
Kaoma Central Constituency Member of Parliament, Brigadier General Morgan Sitwala, expressed gratitude to the National Assembly and the Government for prioritising the constituency. He said the new office will provide a permanent and accessible point for constituents to engage with their elected representative and access development-related information.
District Commissioner Mrs. Kashina Muyambango Sheba and Council Chairperson Cllr. Tauzeni Libinga both emphasised the importance of collaboration among government institutions, traditional leaders, and the community in delivering meaningful development outcomes.
Kaoma Town Council Secretary Ms. Lisa Mpasela said the Parliamentary Office is among several projects completed under the 2025 Constituency Development Fund, fulfilling a commitment the Local Authority made to the people of Kaoma to ensure the timely completion of development initiatives.
